Gu Hao, a first-level inspector of Zhejiang Provincial Department of Natural Resources, introduced that the "Planning" organically integrates the advantages of strategic positioning of main function zone planning, rigid control of land use planning, and scientific layout of urban and rural planning, and coordinates the development and protection of urban and rural, land and ocean, above-ground and underground space. The system has solved the problems of various kinds of planning in the past, various systems, content conflicts, lack of cohesion, and low efficiency, and truly realized "multi-planning into one".

The "Plan" mainly includes seven aspects, clarifying the spatial strategic positioning and providing the direction for building a provincial model of territorial space governance; Adhere to the bottom line thinking, and fully implement the bottom line of cultivated land and ecological protection; It has improved the overall pattern of territorial space development and protection in the province and a high-quality integrated territorial space system. Optimize efficient and beautiful agricultural and rural space to provide spatial support for promoting agricultural and rural modernization; Create a beautiful ecological space, explore the clear water and green mountains is the realization of the concept of Jinshan silver mountain path; Improve the intensive green urban space, and promote the new people-oriented urbanization construction; The spatial layout of infrastructure has been coordinated to provide essential guarantees for building a safe, resilient and convenient national space.

Among them, in terms of the space bottom line, it is required that by 2035, the cultivated land in Zhejiang Province shall be no less than 18.76 million mu, the permanent basic farmland protection area shall be no less than 16.52 million mu, and the ecological protection red line area shall be no less than 36,700 square kilometers.

In terms of the territorial space system, the Plan proposes that by 2035, a new pattern of territorial space with "one bay leading, four poles radiating, mountain and sea mutual benefits, and the beauty of the whole region" will be constructed, and the Jinnan Wing of the world-class urban agglomeration of the Yangtze River Delta and the future version of the "Fuchun Mountain Living Map" will be built.

Gu Hao proposed that Zhejiang will continue to adhere to four aspects of work: first, resolutely maintain the seriousness and authority of planning; Second, further strengthen the organizational guarantee of the implementation of the plan; Third, to further enhance the digital level of spatial governance; Fourth, we need to further strengthen the evaluation of planning implementation.
